WHY BJ

From Service to
State Leadership

BJ Hall has dedicated his life to service—from West Point to the U.S. Army, and now to the people of St. Mary’s County.

A nonprofit founder and father of four, he brings experience in education, civil rights, and county planning. He knows leadership means listening, making hard choices, and being accountable for the outcome.

The measure of government is what it delivers for people—not how much it spends.

THE COMMITMENT

THE EXPERIENCE BEHIND THE COMMITMENT

A life in service.
A stake in what comes next.

A West Point graduate and U.S. Army veteran, BJ Hall is a proven leader with a lifelong commitment to service, accountability, and community advancement. With a results driven mindset shaped by military discipline, executive leadership, and grassroots organizing, BJ has spent his career fighting for equity and opportunity in Southern Maryland. He is the founder of Reach Back & Lift 1, a nonprofit dedicated to empowering underserved communities, and has held leadership roles across civil rights, education, and regional development initiatives.

In 2022, BJ ran for County Commissioner President on a platform centered on transparency, workforce development, and educational equity. A devoted single father of four, including two proud graduates of Great Mills High School, BJ understands firsthand the challenges families face in St. Mary’s County. He is ready to be a strong, principled voice for District 29B in Annapolis.

His broad experience in both the public and private sectors equips him with the strategic insight and collaborative spirit needed to tackle complex policy challenges and deliver real solutions for working families. BJ’s public service record includes appointments to the St. Mary’s County Planning Commission, Economic Development Commission, and the Tri County Council Workforce Development Board. He currently chairs Government Relations for Omega Psi Phi Fraternity Inc.'s 2nd District and has served as President of the St. Mary’s County NAACP and Treasurer of the Maryland State Conference.

That is the background he brings to this campaign: a fiscal conservative who wants safer communities, lower costs, parents involved in education, and clear results for the money government spends.

THE PLATFORM / DISTRICT 29B

Principles are a start.
Results are the test.

A stronger St. Mary’s.

A fiscal conservative with a simple standard: examine the cost, understand what we get for the money, and insist on results.

01 / Fiscal responsibility

Every dollar.
An answer.

Maryland’s budget has grown faster than our population and wages. Taxpayers deserve to know where every dollar goes and they deserve results. I will fight to eliminate wasteful programs, require independent audits, and hold state agencies accountable. We must restore discipline to the way government manages your money.

Accountability before another spending increase.

02 / Lower energy costs

Reliable power.
A manageable bill.

Energy prices are squeezing working families and small businesses across Southern Maryland. I will support policies that increase our energy supply, modernize our grid, and reduce unnecessary regulatory burdens that drive costs up. Maryland needs an energy strategy that prioritizes affordability, reliability, and long term sustainability. No family should have to choose between heating their home and putting food on the table.

Affordability belongs in the energy conversation.

03 / Parent participation

Parents deserve
a seat at the table.

Parents are not obstacles. They are partners in education. I will fight to remove state level barriers like rigid COMAR regulations that limit choices for families of children with special needs. We need more transparency, more flexibility, and more respect for parents’ voices. Education works best when families, not bureaucrats, help shape the path forward.

Families are partners in education.

04 / Lower taxes

More room in
your budget.

Maryland’s tax burden is one of the highest in the country and it is pushing families and businesses out of our state. I will advocate for targeted tax relief, especially for working class families, seniors, and small business owners. Lower taxes mean more freedom and opportunity. It is time to make Maryland more affordable for everyone.

Government must respect the household budget.

05 / Safer communities

Safety today.
Opportunity tomorrow.

Everyone deserves to feel safe in their neighborhood, at school, and on the job. I support fully funding our police and first responders, but safety also means investing in prevention, especially for our youth. I will champion mentorship programs, job training, and resources that keep people out of the criminal justice system in the first place. A balanced approach will reduce crime and strengthen trust in our communities.

Support those who respond. Invest in prevention that works.

06 / People over politics

The people here.
The purpose always.

I am not running to serve a party. I am running to serve people. Too often, politics gets in the way of common sense solutions that could improve lives right now. I will work with anyone, Democrat, Republican, or unaffiliated voters, if it helps the people of St. Mary’s County. It is time to put results before rhetoric and leadership before labels.

District 29B comes first.

BEFORE COMMITTING YOUR MONEY

  1. 01

    Define the problem.

  2. 02

    Examine the cost.

  3. 03

    Measure the result.

THE COMPLETE PLATFORM

A CLEAR POSITION ON DEVELOPMENT

No data centers
in St. Mary’s County.

BJ opposes data centers in our community. Promises of investment do not replace an honest accounting of power, water, infrastructure, and the effect on residents’ bills. Growth should deliver a real public benefit.

INSIDE 29B / BJ’S PERSPECTIVE

There’s Nothing Fair About This Special Session

In his special-session commentary, BJ argues against partisan gerrymandering and calls for an independent redistricting process. He questions the cost of bringing lawmakers back to Annapolis and argues that representation should come before protecting political power.

“Fair maps should mean fair representation, not guaranteed outcomes.”
